The heat is on between the incoming president of the Philippines and Commission on Human Rights (CHR) chair Chito Gascon on the issue of violating the Magna Carta of Women in related with the rape joke resolution. President Rody Duterte accused the agency of "wasting the money of the Filipino people."

President Duterte to CHR: 'They Wasting the money of the Filipino people'

This issue was started when the presumptive president Rodrigo Duterte had retold the incident in 1988 during his campaign where the Australian missionary was rape by the hostage-takers.

Duterte already explained the controversial remark that sounded like an offensive joke to many but it was only a form of “gutter language” that was meant to ridicule the manhood of the hostage-takers.

But the CHR recently reported that they found out that Duterte is violated the Magna Carta of Women or the Republic Act 9710. On the statement of CHR last Wednesday, May 25, "The CHR, in the dispositive part of the resolution found the words and actions of Mayor Duterte to be discriminatory of women that is enjoined by the Magna Carta of Women."

The commission already said that they're leaving the preliminary investigation to the Civil Service Commission (CSC) and the Department of Interior and Local Government (DILG).

Because of that statement, President Rody Duterte released his comment about the issue during the press conference on May 26, in Davao City.

He said to CHR chairperson Chito Gascon, "That idiot is nitpicking. I told already in public how it happened. Then you keep on issuing a statement. Here I am, I’m about to enter the presidency. What do you want?"

"Kaya inunahan ko na. Itong putanginang [Commission on] Human Rights kumagat rin. Masipa ko sila eh," Duterte said.

Duterte said he was "exercising my right to free expression, right to speech." Then he added, "Round one pa lang sila. Wasting the money of the Filipino people. Sabihin mo, ‘Shut up.’ (They are only on Round One. They are wasting the money of the Filipino people. Tell them, 'Shut up')."

CHR acted on the filed complaint by the Women's groups on April 20, against Davao City Mayor Rodrigo Duterte over his controversial remark on the rape and killing of an Australian missionary.
