Gerald Thomas Swinehart, 26-year-old, father of the Zip-tied 4-year-old girl, was charged with two counts of intentional child abuse inflicting serious physical injury. While, Marlaine Victoria Coffey, 28-year-old, the mother was charged with one count of intentional child abuse inflicting serious physical injury.
The 4-year-old girl is still in the custody of social services and her parents were scheduled to appear in Wake County court to face the charges.
