Philippine weather expert said, "KAREN" has intensified into a typhoon while still over the East Philippine Sea." Typhoon Karen was moving Northwest at 13 kph, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration.

PAGASA weather bulletin advisory as of 4:00am, "Tropical Storm "KAREN" was estimated based on satellite and surface data at 540 km East of Virac, Catanduanes (14.4°N, 129.9°E) with maximum sustained winds of 105 kph near the center and gustiness of up to 135 kph. It is forecast to move Northwest at 15 kph."

Typhoon Karen was moving northwest at 13 kph and it was forecast to be 600 km east of Tuguegarao City by Friday morning; and 420 km east of Basco, Batanes on Saturday morning.

Meanwhile, PAGASA advised fishing boats and other small seacrafts not to venture out into the eastern seaboard of Central and Southern Luzon, eastern seabord of Visayas and Mindanao due to strong winds generated by Typhoon "Karen".
