Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said, "The Tropical Storm east of Northern Luzon has entered the Philippine Area of Responsibility (PAR) and was named 'QUIEL'."
PAGASA weather bulletin as of 4:00 a.m., today, "Tropical Storm “QUIEL” was located based on satellite and surface data at 1,240 kms East of Aparri, Cagayan (18.3°N 134.8°E) with maximum sustained winds of 105 kph near the center and gustiness of up to 135 kph. It is forecast to move West at 10 kph."
