Is Napocor Dam was the real reason of Flooding in Pangasinan?

Napocor Insists Release of water from San Roque Dam was Based on protocol but why the Province of Pangasinan experience this kind of flood? Maybe because they claim that they follow the right way of releasing of water but the truth is, they didn't work out on this protocol. I could say that many families probably in pangasinan may not suffer this kind of flooding if they follow the protocol right?



But as I research about this, Napocor had only ordered the release of water at midnight of October 6, 2009, When water was already at 286.25 meters above sea level, very close to critical level of 290 meters.

How about that?

To all official of Napocor Dam in San Roque, I hope they learned the lesson of the important of their job. They need to provide enough energy and water supply to all resident but they need to know also how to think those people that might be the target of this tragic flood.
